The Ministry of Education and Culture Prepares a Roadmap to Strengthen the National Literacy Movement

Jakarta, December 23, 2025 - The Ministry of Primary and Secondary Education (Kemendikdasmen) through the Language Development and Fostering Agency (Badan Bahasa) has prepared a National Literacy Movement (GLN) Roadmap for the 2026–2029 period as a strategic step to strengthen literacy culture and improve the quality of national education in an integrated, measurable, and sustainable manner.

The roadmap was discussed at the National Literacy Movement Roadmap Development Working Meeting held in Jakarta on Wednesday (December 23rd), as a follow-up to the Decree of the Minister of Primary and Secondary Education No. 155/P/2025 concerning the National Literacy Movement Working Group. This activity serves as a shared reference for all stakeholders in implementing literacy strengthening across various education sectors.

Deputy Minister of Primary and Secondary Education (Wamendikdasmen), Atip Latipulhayat, emphasized that literacy cannot be narrowly defined as merely the ability to read. Literacy, he explained, encompasses the ability to write, express ideas, and master competencies and knowledge in specific fields.

He emphasized that the GLN roadmap must be able to form a fully literate society, not only able to read texts, but also understand, process, and convey ideas orally and in writing, supported by adequate competence and knowledge.

"Literally, literacy is the ability to read and write. However, what's more important is the ability to read and write in its fullest sense. Writing here refers to the ability to express what you've read. If you only read but can't express it, either in writing or verbally, then that's an immature literacy skill," said Deputy Minister Atip.

He added that literacy also requires mastery of specific competencies and knowledge. Therefore, the GLN roadmap needs to be designed to strengthen abilities, competencies, and knowledge, and be equipped with clear and measurable evaluation mechanisms. "The roadmap must be able to shape a literate society, one that possesses the ability to read and write, competence, and knowledge," he added.

Meanwhile, the Head of the Language Development and Fostering Agency, Hafidz Muksin, stated that the preparation of the GLN roadmap is part of an effort to foster a culture of integration in order to realize equitable and inclusive education for all levels of society, by involving universal participation.

"Minister of Primary and Secondary Education Decree No. 155 of 2025 concerning the National Literacy Movement Working Group within the Ministry of Primary and Secondary Education has been established. For this decree to be implemented effectively, planned and coordinated outreach and follow-up are required," said Hafidz.

Hafidz hopes the working meeting will yield a comprehensive understanding of the working group's duties and functions, identify literacy programs in each main unit, and develop integrated program and action plans. Furthermore, the meeting is expected to yield recommendations for strengthening the implementation of the National Literacy Movement, leading to the development of a GLN concept and roadmap.

"Through this working meeting, we are initiating implementation at the technical level. First, we are ensuring that the dissemination of this decree is fully understood, and second, we are building mutual understanding and commitment across key units," he concluded.
