The Ministry of Education and Culture's Efforts to Internalize a Friendly and Polite Culture, Starting from the Office to the Community

Jakarta, September 4, 2025 – The Ministry of Primary and Secondary Education (Kemendikdasmen) through the Bureau of Organization and Human Resources is conducting a socialization of the work culture of FRIENDLY and POLITE as part of an effort to strengthen the values of work culture transformation within the ministry. The work culture of FRIENDLY (Responsive, Accountable, Serving, Adaptive, Harmonious) and FRIENDLY (Loyal, Trustworthy, Statesman, Exemplary, Superior, and Caring) is expected to become a behavioral guideline that will create a more meaningful, professional, and personable work environment.

The Secretary General of the Ministry of Primary and Secondary Education, Suharti, emphasized that this outreach must be attended by all elements within the ministry, both central and regional. She believes it's crucial that all employees participate in implementing a FRIENDLY and COURTESY work culture, not just formally, but truly becoming a shared habit at all levels of the organization.

"We hope everyone will participate in this outreach program, not just at the central level but also at the regional levels. We hope that not only the leadership but everyone working at the Ministry of Primary and Secondary Education—from the leadership to the executives, even security officers and support staff—will also implement this work culture," he said in Jakarta on Thursday (September 4).

Furthermore, Suharti cited the statement by the Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu'ti, who described the Ministry as a "home." He emphasized that implementing a work culture is not only for the ministry's internal interests but also has a domino effect that can foster role models in schools and the wider community.

"The Minister always says that the Ministry of Education and Culture is like a house of education. It must be a good house, and the people who manage it must be polite. This is a principle that must be applied by everyone, from leaders to staff. If a FRIENDLY and COURTESY work culture is truly implemented, its impact will spread like a wave, inspiring regional offices, teachers, students, and even parents," he explained.

A FRIENDLY and COURTESY work culture is expected to drive behavioral changes at all levels—from officials and staff to teachers and students—thus creating a healthy, courteous, and inspiring educational environment. Exemplary FRIENDLY and COURTESY work culture within the ministry will serve as a concrete example to emulate, with a tangible impact on society.

"When teachers see how we work well, they too are inspired. Students also see the inspiring examples of teachers and apply them in their own lives. From there, this work culture not only strengthens the institution but also provides broader benefits to society," he concluded.

Meanwhile, Abdullah Faqih, Head of the Organization and Human Resources Bureau, explained that his office has compiled a Friendly and Polite Work Culture Pocketbook as a guide for employees. He emphasized that the socialization process goes beyond developing guidelines and includes in-depth understanding and implementation in employees' daily lives.

"This book contains the core values of a FRIENDLY and COURTESY work culture. Later, we will further disseminate these work culture values, including their operational definition. And, just as importantly, understanding and contextualizing them in everyday life at the office and in the community," he said.

Through this socialization activity, the Ministry of Primary and Secondary Education hopes that the values of FRIENDLY and COURTESY can become the spirit in the implementation of quality education in Indonesia, as well as become the foundation in building a professional, humanistic, and integrity-based work culture.
