To Improve Civil Servant Bureaucracy Efficiency, the Minister of Elementary and Secondary Education Launches the Ministry of Elementary and Secondary Education Portal

Jakarta, October 3, 2025 – The Ministry of Primary and Secondary Education (Kemendikdasmen) officially launched the Alpha version of the Kemendikdasmen Portal in Jakarta on October 2, 2025, a major leap in the digital transformation journey of the Indonesian bureaucracy. This portal is designed as an integrated system for Kemendikdasmen State Civil Apparatus (ASN) services integrated with the BKN Digital ASN portal. Its presence is expected to be an important foundation towards a simpler, more efficient, and more transparent bureaucracy, while also building a RAMAH (Responsive, Accountable, Serving, Adaptive, Humanistic) and COURTESY ASN work culture.

The digital transformation realized through this portal is not just about introducing new applications, but also about changing the paradigm, working methods, and organizational culture of civil servants (ASN). The Alfa version of the portal symbolizes the bureaucratic shift from cumbersome manual patterns to modern governance that is accountable, adaptive, and oriented toward public service.

The Minister of Primary and Secondary Education, Abdul Mu'ti, emphasized that bureaucratic digitization is key to reform. "We must move on from old, complicated and convoluted bureaucratic practices. This portal must be a simple and transparent gateway. Civil servants must also feel safe and comfortable uploading their data, because without guaranteed data security, digital transformation will never be successful," he said.

The Minister of Administrative and Bureaucratic Reform (PANRB), Rini Widyantini, also expressed her appreciation, emphasizing that the portal is part of a broader government transformation agenda. "This portal is not just an application, but part of a comprehensive governance reform. If we want high-quality public services, civil servants must be supported by a robust digital system. The government-to-employee relationship is a key pillar in building a digital government," she emphasized.

The Head of the State Civil Service Agency (BKN), Zudan Arif Fakrulloh, stated that the integration of the Ministry of Education and Culture's (Kemendikdasmen) Portal with BKN's ASN Digital will provide tangible benefits for civil servants. "With an interconnected system, civil servants within the Ministry of Education and Culture can directly experience the convenience of fast, accurate, and transparent civil service services," he explained.

The Principal Secretary of the National Civil Service Agency (BKN), Imas Sukmariah, added that the quality of ASN data at the Ministry of Education and Culture is currently showing a positive trend, with the index reaching 98.15 percent and several indicators even exceeding targets. Data on positions, training, employee potential, and rewards and discipline are all crucial foundations for the success of digital civil service transformation.

The Secretary General of the Ministry of Primary and Secondary Education, Suharti, explained that this portal is a solution to internal services that have been fragmented across many different applications. For the first time, 14 important applications are combined into one integrated system, covering basic administration, employee data, transfers, and career and competency management. She emphasized that the automatic promotion and retirement features are not merely administrative efficiencies, but a concrete manifestation of bureaucratic simplification, as the entire process is now fast, precise, and data-driven.
