Yogyakarta, August 12, 2026 — Inclusive education is an urgent need for more than 160 thousand children with special needs in Indonesia. Responding to this challenge, the Ministry of Primary and Secondary Education (Kemendikdasmen) is accelerating the provision of special education facilities and infrastructure through the Fast Best Results Program (PHTC) for Revitalizing Educational Units. This concrete step was marked by the signing of a joint agreement (MoU) for the revitalization of Special Schools (SLB) in 2026 and the inauguration of the revitalized school in 2025, centered at SLB Tunas Bhakti, Bantul Regency, Special Region of Yogyakarta, on Wednesday (12/8). The PHTC for Revitalizing Educational Units is aimed directly at resolving crucial issues at the field level, particularly in special education facilities experiencing physical damage or limited supporting facilities.
Learning facilities at Tunas Bhakti Special Needs School faced serious challenges before receiving assistance. The school, which caters to 83 students from four districts and is supported by 14 teachers and one principal, was in poor condition. Leaking classroom roofs, dull and dirty walls, and limited space for skills practice were common sights during the learning process. This disrupted the comfort, concentration, and safety of children with special needs.
The Minister of Primary and Secondary Education (Mendikdasmen), Abdul Mu'ti, stated that by 2026, the Ministry of Primary and Secondary Education is targeting the revitalization of 71,744 educational units across Indonesia, with 114 special needs schools (SLB) serving 164,294 students with disabilities included in the priority scheme. In addition to physical improvements to buildings, the government is equipping schools with Interactive Flat Panels (IFP)/Interactive Digital Boards (PID). The Ministry is also intensively holding mentoring training for more than 1,500 inclusive education teachers to strengthen the quality of the teaching and learning process.
"Educational services for SLB and inclusive schools are our commitment in carrying out the mandate of Article 5 Paragraph (2) of the National Education System Law (Sisdiknas). Where every citizen who has a physical, emotional, mental, or intellectual disability has the right to receive special education. We call these children differently abled , meaning they are different, but have extraordinary potential that we must facilitate meaningfully," stressed Abdul Mu'ti in his direction in Yogyakarta, Wednesday (12/8).
Siti Hediati Soeharto, Chairwoman of Commission IV of the Indonesian House of Representatives (DPR RI), also expressed her support for the PHTC implementation. In her remarks, she commended the Ministry of Primary and Secondary Education's swift action in translating the government's commitment under President Prabowo Subianto's leadership into concrete actions on the ground. She also voiced the aspirations of the people of the Special Region of Yogyakarta (DIY) for a continued increase in the revitalization quota allocation in the region in the coming years.
"Improving SLB facilities is not just about improving the physical structure, but rather a long-term investment to create an independent and competitive generation," said Siti.
The Yogyakarta Regional Government affirmed similar support. Representing the Governor, the Head of the Yogyakarta Education, Youth, and Sports Agency, Raden Suci Rohmadi, stated that the inauguration and implementation of this revitalization project reinforces our shared commitment to ensuring that no child is left behind in access to quality education.
He believes that inclusive education is about providing full acceptance, opportunity, and inclusion without discrimination. Specifically, the implementation of PHTC at Tunas Bhakti Special Needs School (SLB Tunas Bhakti) encompasses comprehensive physical interventions, from the complete rehabilitation of six classrooms, the construction of a culinary skills room complete with supporting facilities, the arrangement and improvement of a safe outdoor activity area for students with special needs, to the repainting of the entire school building.
"This step is designed to create a learning environment that is disability-friendly, hygienic, and adaptive to the growth and development needs of students," said Raden.
Meanwhile, the Principal of Tunas Bhakti Special Needs School, Amrih Handayani, expressed her deep gratitude and appreciation to the government for the assistance provided. She emphasized that this revitalization marks a significant turning point, renewing the enthusiasm of teachers and students, enabling children with disabilities to gain knowledge and hone their talents in a safe, comfortable, conducive, and enjoyable environment.
The series of activities also included the signing of the 2025 revitalization mockup , the handover of three 2026 revitalization mockups , the handover of Personal Protective Equipment (PPE) to workers, and a direct inspection of classes and student work. In 2025, the Ministry of Education and Culture revitalized four special schools (SLB) in Yogyakarta, including SLBN 2 Bantul, SLB Islam Qotrunnada, SLB Ma'arif, and SLB PGRI Trimulyo. For 2026, the revitalization reached SLB Tunas Bhakti, SLB Pamardi Putra, and SLB Bina Anggita.
In the Province of Yogyakarta, the 2025 revitalization program reached 46 educational units with a total aid value of Rp71.3 billion, covering the levels of PKBM, SLB, and SMK spread across the Regencies of Bantul, Gunungkidul, Kulon Progo, Sleman, and Yogyakarta City. Entering 2026, as of July, the revitalization program had reached 1,609 educational units nationally with a total aid value of Rp2.02 trillion. The details include 48 PKBM worth Rp28.28 billion, 44 SKB worth Rp29.92 billion, 264 SLB worth Rp287.40 billion, and 1,253 SMK worth Rp1,678.83 billion.*** (Author: Uly / Editor: Destian / Photographer: Ikram)
