The Ministry of Primary and Secondary Education Urges Educational Units to Validate Data and Optimize the 2026 BOS for Foreign Workers

Jakarta, August 31, 2026 - The Ministry of Primary and Secondary Education (Kemendikdasmen) held a Sapa Pendidikan Webinar on the topic of the implementation of the Academic Ability Test (TKA) registration for SMA/MA/SMK and equivalent levels in 2026. This webinar provides a space for educational units to obtain more complete information and understanding regarding the registration stages, preparation of participant data, and the support that educational units need to prepare.

As of August 28, 2026, 3,559,610 students had registered for the TKA. Registration will be open until September 27, 2026. The TKA is scheduled for October 26–29, 2026, for the first wave and November 2–5, 2026, for the second wave. The TKA is non-compulsory, free, and does not determine graduation. However, the results can be used to validate report card grades in the National Achievement-Based Selection (SNBP) process.

First, the TKA registration mechanism was a key topic of discussion in the webinar. Educational institutions need to ensure all stages are carried out according to the established procedures, from the operator importing student biodata to the TKA website, printing the declaration letter from the TKA website, inputting participation and subject selections, to the Temporary Nomination List (DNS) process, finalization, issuance of participant numbers, and the Permanent Nomination List (DNT). Therefore, educational institutions are advised not to delay the registration process and to ensure participant data is updated before the specified deadline.

According to Toni Toharudin, Head of the Primary and Secondary Education Policy Agency (BKPDM), "In the 2026 TKA, every student is required to take the full exam over four consecutive days, depending on their respective wave," he said. Regarding residual data, students whose data is not valid by the registration deadline still have the opportunity to register and take a make-up exam. However, the TKA Result Certificate (SHTKA) will only be issued after the participant's data is declared valid.

Second, handling residual data is also a concern because the validity of participant data is a crucial part of the TKA process. Some common residual data conditions include blank or invalid National Student Identification Numbers (NISN), population data discrepancies with the Civil Registration Office (Dukcapil), duplicate data, and students not yet registered in the final class group. The webinar explained several resolution mechanisms according to the type of residual data, including through Verval PD (Verval PD) and submission with supporting documents. Students with residual data can still be registered, but if the data is not valid by the follow-up period, the TKA results may be withheld until the data is declared valid.

Regarding the integration of student data with the Directorate General of Population and Civil Registration (Dukcapil) database, for secondary level students who experience the problem of an empty NISN, issuance cannot be automatic but must be requested by the school operator by uploading a scan of the original diploma from the previous level of education.

According to data from the Ministry of Religious Affairs, approximately 412,000 of the approximately 534,000 12th-grade madrasah students enrolled in the TKA system have valid data. To support this validation, madrasah operators must ensure that students are enrolled in active study groups (rombel) for the current semester and that teachers have been assigned as teaching instructors for those groups.

These steps are crucial to ensure proper flow and validation of participant data. The key to ensuring the smooth flow of grade 12 madrasah student data into the TKA system lies in the active learning groups. Madrasah operators must ensure all students are enrolled in the current semester's learning groups and assign subject teachers to ensure their learning status is recognized as active by the system.

Finally, the use of BOS funds to support the implementation of TKA (Teacher-to-Work Student) was a topic of discussion that also received attention from educational units. TKA is included in the Implementation of Learning Assessment and Evaluation Activities component of the Regular BOS. BOS funds can be used for TKA preparation, implementation, and evaluation, including card printing and simulation activities. The webinar also explained that renting equipment is permitted in principle, provided that regional financial management is adhered to and coordination with the local Education Office is maintained.

In addition to data and administrative readiness, educational units also need to prepare for the supporting requirements for TKA implementation. One of these concerns financing, including the use of BOS funds to support assessment activities. With these provisions, educational units can prepare for TKA needs while still adhering to applicable fund management regulations.

All operational needs, from preparation to implementation of the TKA, can be supported using Regular BOS Funds through assessment and learning evaluation components. However, because BOS is a regional transfer fund, the disbursement mechanism for honorariums and equipment rentals must still adhere to local government financial management and pricing standards.

"The TKA is here to provide more objective and fair information on individual achievement. It should be emphasized that this TKA is not mandatory, free of charge, and does not determine graduation. Student graduation remains entirely determined by the educational unit. However, the TKA results are very useful as a validator of report card scores in the SNBP pathway and as a consideration for independent university selection," said the Secretary of the Basic and Secondary Education Policy Agency (BKPDM), Ministry of Education and Culture, Muhammad Yusro.*** (Author & Documentation: BKPDM Team)
