Depok, West Java, September 1, 2026 — The Ministry of Primary and Secondary Education (Kemendikdasmen) is pushing for a paradigm shift in the development of civil servant (ASN) competencies, from simply attending training and obtaining certificates to a learning process that results in changes in work methods and improved organizational performance. The three training sessions were attended by 132 participants, consisting of 43 SPAB participants, 65 Employee Discipline participants, and 24 Basic Archives participants. The SPAB and Archives trainings were conducted via blended learning from August 24–September 3, 2026, while the Employee Discipline training was conducted online during the same period. The training involved instructors from the Ministry of Education and Culture's Human Resources Development Program (PPSDM), as well as officials and practitioners from relevant institutions within the training areas.
Herdiana, Head of the Bureau of General Affairs and Procurement of Goods and Services at the Ministry of Primary and Secondary Education, stated that competency development must be considered a strategic investment for organizations. The success of training is measured not only by the number of employees who participate, but also by increased competency, changes in work methods, problem-solving skills, and contributions to organizational goals.
"True success is when the acquired competencies can be applied and bring about changes to the quality of work," said Herdiana when opening the series of Disaster Safe Education Unit (SPAB) Technical Training Batches 1 and 2, Employee Discipline Technical Training Batches 3 and 4, and Basic Level Archives Technical Training Batch 7 at the Ministry of Primary and Secondary Education, Monday (31/8).
Herdiana encouraged civil servants at the Ministry of Education and Culture to not only carry out government administration but also ensure quality education services for the public. Therefore, civil servant competency is crucial in ensuring optimal implementation of education policies, regulations, technology, and governance.
"Good regulations won't yield results if they aren't implemented with discipline. Advanced technology won't be beneficial if information and archives aren't managed properly. And educational institutions won't be truly safe if we don't have disaster preparedness," he said.
The three training courses held by the Ministry of Education and Culture's Human Resources Training Center (PPSDM) have different focuses, but all aim to strengthen the professionalism and contribution of ASN to the organization.
The SPAB Technical Training is aimed at strengthening educational unit preparedness and resilience in facing disaster risks, including the ability to understand risks, develop preparedness measures, and respond to emergencies. "We want to ensure that when a disaster strikes, educational units are not only able to save lives but also maintain the continuity of educational services," he said.
The Employee Discipline Technical Training strengthens the integrity, compliance, responsibility, and professionalism of civil servants. Herdiana emphasized that discipline is not simply a matter of attendance, but rather a conscious effort to carry out duties responsibly and understand their impact on organizational performance and public service.
Meanwhile, Basic Archiving Technical Training improves employee competency in managing information and documents in an orderly, systematic, and accountable manner. He believes that archives are a vital organizational asset, serving as a track record of task implementation and decision-making, and supporting accountability and transparency.
Furthermore, Herdiana emphasized that training should not stop in the classroom. Acquired competencies must be brought back to work units and applied to drive improvements.
He introduced the competency development cycle, which he hopes will become part of the Ministry of Education and Culture's work culture: Learning → Implementing → Improving → Producing Performance. "Every employee who participates in the training is expected to return to their work unit with competencies, ideas, and a passion for improvement," he said.
Herdiana hopes that competency development will increasingly become part of the results-oriented work culture of the Ministry of Primary and Secondary Education.
